What is the best cell phone carrier that doesn't require internet plans with the purchase of a phone?

I was hoping to find a cell phone carrier that does not require you to purchase or activate a mobile internet plan/premium internet plan in order to be able to buy the phone. I was looking for a touchscreen but if you think that it is cool and a great phone, then please let me know! Right now i am on U.S. Cellular and every cool phone requires premium internet charges and i do not want that unless last resort.|||Verizon has touch screen phones that don't require a data plan. The enV Touch is one of them.
