What is the best long distance carrier for rural western NC?

Our county does not allow Vontage nor Charter for a long distance carrier. The local phone company gave me a 5 page list of carriers to call to see which gave the best price. We would like an economical unlimited long distance carrier. Please Help!!|||if frontier is on the list they are very good!!!
